How do you exactly send money by Western Union, don't they accept electronic transfers, was digging there site can't get it

Xoom looks lot more easier, in the sense. So which one is safe and fastest?

I have never understood WU or Xoom.
Do you have to have a paypal account to use them?
Have to transfer fund with them?

I am using XOOM.
It is really fast as I am getting my money within 20 Minutes

Just go to a WU office (mostly they are affiliated with most banks and currency exchange offices). Fill the form, give them money and they will send it and will give u MTCN number. You need to give it to receiver, he can go to any WU office in his country and provide MTCN number. After they verify it, they give him money.
