well i have an experience,i brought one for $8 to verify my paypal and it had worked and my limits have been lifted!! sadly i dont know any reliable person for this

Epassporte seems to be one of the more popular ones, although the fact that they process online gaming transactions would make me leery to keep any money stored with them. The US government is really cracking down on these places.
