Do ysm editors get paid based on the number of ads or keywords they decline? Do they actually look at the landing pages? My ads/keywords constantly get declined due to guideline issues that don't actually exist. I usually have to submit them multible times (with no change becasue they already meet the ysm guidelines) to get them approved.
