Do virtual credit cards eliminate the risk of chargeback from fraud?

This would be great news.

Who are the leaders in this field right now?

No, they do not eliminate fraud. The leaders in Virtual Credit cards would probably be PayPal, IMO. Most people have an account with them and they have a free virtual credit card.
