Is it possible for paypal accounts that have not been verified to be able to still do chargeback's? because they are not connected to any bank account

I'm not verified and I can do chargebacks. They have my cards on file.

Yes, you can do charge backs although I would recommend doing charge backs on verified accounts. I say this because it is more logical for Paypal to accept the fact that you are charging the person back for a real reason considering Paypal have your credit card details and they could easily fine you if you were not telling the truth.

This may not be true, but it is an assumption.

As far as I know you don't necessarily need to have a verified account in order to conduct a chargeback on paypal, since it has nothing to do with your bank essentially.
Having said that, it is always better to own a verified account for other reasons, such as for enhancing your credibility.

you dont need a verified account for the chargebacks, but in order to carry out larger transactions it becomes important to get the credit card verified. i agree it improves creditibility.

it says that it goes through a bank and credit card company which unverified accounts dont have

Just go to disputes.. then open one.

Doesn't matter if your verified or not as long as you have a good reason for doing it.
