Default So They Don't Have The Money In Account What Is The Point

I recently had a situation with paypal and they put me through the ringer. It involved an expensive shirt and the guy selling didn't deliver it to me for almost two months.

After I went through all the rigamarole, the guy contacts paypal, but never contacted me. He then faxes them a shipping receipt, and made me look like an idiot.

But anyhow, what really frustrated me, is paypal said they will try to get my money back if the guy has any funds in his account. Well how likely is that with a fraudster? My question is WHAT GOOD IS THIS PIECE OF JUNK GUARANTEE

His credentials at eBay were showing him as an unregistered user about two weeks after my payment. Oh the agony.

I got my merchandise, wrong size. I did not pursue any more squawks. Some aggravation.

PayPal can only refund you if he has added some funding source if he dont has enough funds in PayPal account. Thats why, we look on eBay,"This item is covered upto $xxx"

Yikes! I didn't actually know this, I will make sure that people are covered with at least three times the amount that I will be paying them before dealing!

That is very unfortunate indeed.
I guess that's why many people are still wary of making purchases online.
Why don't eBay have an escrow payment system?

Yeah I dont think paypal can do very much.
They cannot just take out money from someones account for that.
