From what I read about on the forum

PayPal limits verified accounts constantly. It does so:
1. to verify shipments (tracking numbers)
2. to verify suppliers
3. to ask for social security number of account holder
4. to verify phone number
5. to verify inventory
6. to run credit on the PayPal account holder
and much more. Happens ALL the time. Happens almost ALL the time to most any newer account that starts selling some volume.
Being verified means really nothing at all other than that you have a bank account and linked it to your PayPal.
From what I read on this forum, says that if you sell some volume or are new, you will get limited. End of story.
