I also haven't seen any complaints against paypal shown on tv before. What state or country are you from? Paypal's chargeback period right now is 45 days and I think that it is fair enough period to ask for a chargeback in cases that you've been scammed. And I don't think anyone is so careless enough to be scammed more than 3 times a year. I mean; you should learn from your experiences man.

You have to realize that paypal is running a buisness and they cannot afford to make that many chargebacks a year

I know that PayPal is a business and they should always be on guard against people who are trying to take advantage of their service in the wrong way. They should always provide a better service; especially in terms of security. There are many upcoming payment processors, they should watch their back cos if they won't be careful, in a year or so, they will be overtaken by other companies that can give a better service.

I had someone try to do falsely do a chargeback on me before, but they didn't get any money back from me. I've had to rightfully do chargebacks and I was awarded my money months afterwards.
