I don't know about multiple accounts but I do know you can have multiple users access the same account.

Why someone needs to do so and i think it is not allowed legally . We can add emails to existing accounts so in this way we can have multiple emails in one account .

I have two. One for business and one for personal. I rarely use the business one because I haven't gotten into the swing of using it yet. I didn't have a problem signing up for it.

You can have maximum of two Paypal accounts but the nature should be different. i.e. One should be personal paypal account and other should be premier business paypal account.
