I think by 'valid' you mean acceptable to verify yourself, if thats the case then the answer is no, you cannot use a debit card to verify yourself, you need to have a credit card.
so far as i know international debit card with Visa symbol on it is acceptable.

paypal now stated bank withdrawl to indian bank and it makes deposti within 5 days so no need for any cheque or debit card as now money trasfer to bank is instant all you need to know is IBAN no which is written on your cheque book leaf
I have account in Punjab National Bank which is not in that list of Indian Banks. I also can't use Xoom.com because Xoom supports only non-commercial transactions.

No, you cannot use indian debit card for verifying your paypal account. But if you want to withdraw money from paypal, you can use your icici bank account to do it. Now, they have introduced it. But to verify your paypal, you need to have a credit card.
