I have just been issued an eCheck by one of my friend through his bank.

I am Indian and have Indian PayPal but its US bank. Can I withdraw it to my paypal?
Also, if yes, what are the fees which paypal will charge?

And how can I issue and echeck?

i dont know how to issue it but i have gotten it many times -- it'll go directly into your paypal account after it has been cleared, it should say uncleared when you first get it, takes days to do it, i think upto 10 days, not sure. but it will withdraw into your paypal.
