Default Moneybookers protection for buyer

Hi all,

I'm considering to buy from a merchant, overseas USA, via Moneybookers. However, this is the first time I deal with this merchant, and I am worried about MB's policy of no chargeback to seller (what about the protection for buyer?).

Does this mean I can't ever file a chargeback, even if in the case of "item not received"? The merchant will use EMS method, of which is trackable. This transaction will not be an auction transaction.

Anyone has experience with filing complaints with MB in regards on no-item-received, or other similar situation? I am planning to use my American Express card (I don't even know if I can. Can I use Amex to pay for the transaction?).

Any help is greatly appreciated, thanks!

Amex is a reputed company and nothing bad has been heard about it yet but precautions are always helpful and it is always better late than never
