when I looked into them in Nov 2006 , I questioned this policy. On site they said merchants are PROTECTED against chargebacks - but their terms contradicted this. I wrote MB and their response is below:
We thank you for your inquiry and will try to clarify the situation with protecting funds and payments by moneybookers - in general, and in regard to the merchants as well.

The idea of moneybookers is to allow its users to transfer funds in the form of e-money fast and easy. In order these funds to be secured in the best possible way, we keep a strict verification and monitoring policy to prevent and/or stop fraudulent activities.
Internet is an area where merchants are in a much more unfavourable position when accepting payments with credit cards, as the customer can any time reverse the transaction, and goods get rather seldom retrieved.
In this regard, a guiding rule (article 9.2., terms&cond) by moneybookers is the following one:
9.3. Customer should note that all payments made are final and not reversible once the recipient has received the payment sent by Moneybookers in accordance with Customer's instructions. Moneybookers cannot arrange for funds to be given back to Customer where Customer believes the payment was made in error.

You have mentioned the article 7.4 of our terms and conditions, which states that a customer is not protected against a subsequent reversal of a transaction received. Please note, that this rule only concerns transactions made in a fraudulent way. As a merchant though, you are protected by moneybookers against reversed direct debits and chargebacks, as we take these chargebacks - thus this rule will effect on you only when the amount of chargebacks on transactions directed to you exceeds a certain level. This is what we actually determine as "not exercising due diligence or is operating in a way which results in higher than normal exposure."

We hope we could be of assistance to you. If you have any other questions about the services provided by moneybookers, please don't hesitate to contact us.

With kind redards,

your moneybookers team

I don't think MoneyBookers support chargebacks, they can remove funds from your account if they smell it fraudulent but they won't allow you to chargeback if you have sent someone money.

Btw, correct me if I am wrong.
