Default Chargeback with Moneybookers??

Hey Everyone

The buyer is requesting payment through moneybookers, If i pay i will be paying with my American Express Card

He assures me you "can" in fact charge back through moneybookers if you pay with credit card. However, it clearly states on the front page "no chargebacks" ..?

Am i missing something?
Can you in fact charge back when paying through moneybookers.?
He will also accept paypal payment, can you charge back Paypal??

I think it would cause problems for them.

Any help appreciated. !!

Here you go moneybookers.com

Quote:
NO charge back risk for merchants
We do not pass on charge backs to the merchant but absorb them ourselves. We reserve, however, the right to withdraw this policy without notice for any particular merchant who we determine is not exercising due diligence or is operating in a way which results in higher than normal exposure.
