Yes you can, they will be sent an email that someone has sent you money and you need to open an account. If the seller opens the account, money will arrive in his account automatically but if he doesn't in specific time, money will be returned to your account and transaction will be canceled.

sounds logical. How much time is the grace period for opening the account for recieving?

It works as Paypal.If your seller do not have a MB account they will receive an email which will invite them to sign for the service.

I would make sure that person is willing to sign up for Moneybookers.
If not, they might let the grace period go and have you pay them another way.

Yes, they will be sent an email that they have received money and they need to signup if they want to see it in their account. Till they do not make an account, you have option to reverse the payment anytime.
