It depends on the fraud. If you were scammed at ebay then the best option would be to report it to ebay, if you were scammed for domain selling, report it to the registrar to ICANN.

I think we must give the fraudsters the heavy punishement as we can, so that they will learn the lesson and won't even try to fraud people in future...

It depends on the types of fraud. No matter what, we still need to make the reports to the related authority and can't let the fraudsters free, after what they've done to other victims...
