Default Ebay fraud, advise needed please

I have purchased a set of DVDs for my friends birthday on Jan 26th. I'm located in Canada but the DVDs were being sent from the US. The package arrived 2 weeks later but contained the wrong DVD set (one that costs less too). I have contacted the seller and she has offered an exchange, so I sent them back to her. Now it's been a month and I've recieved no communication, and just discovered she is no longer registered on ebay!
I payed with my visa using paypal, but it is too late to open a dispute. I'm wondering what other options I have? I was thinking I might be able to file a charge back, but I have no idea where to begin. Do I phone my bank (RBC) or visa?

You'd call your bank. There's not much you can do at this point though.
Did she have good trader when she was registered?
