Marketing in Classifed ad sites?

Is promoting and marketing your sites in classified ad sites like craiglist, kijiji, etc are considered as spam? I have been promoting my many sites on craiglist without any issues till now, no one has objected to it but i have a doubt whether it is indeed spam or not?

I would imagine that you should start out with freelancers to make sure the site has enough content to attract protection buyers and sellers.

Yes it is considered spam but craigslist and kijiji dont have the manpower to get rid of every single post of spam so most of them get away with it.
