Lets say that i`ve little amount of money and i want to promote my forum.What is the best way for me?

Submit your site for all free link directory,
but do it step by step is more suitable if you are new hand in web deal.

  2. get a free blog in Blogger
  3. write about the posts in your forum, in the blog, but try to add the keywords from your keyword list.
  4. write at least 1 post a day in your blog.
  5. Submit your blog to blog directories at least weekly.
Simple, but it works.

Put your link in your signiture in all the forums you visit, and make posts about your site. Also submit articles and directories.

100% agreed on this method ,it is most effective as I have tried.
but better for backlinks with high pagerank or alexarank of forums/sites/blogs.

Join manual traffic exchange programs. You get some exposure and you can be sure that your site is viewed because it is manual based unlike the case of an autosurf exchange program.

Add your forum to links exchange systmes.
also get keyword list for your forum.

that would be helpfull.
you must get links from every site you can (index at google)
