A contest as well. You really need to promote it hard though if you don't already have an established, active forum.

The problem with contests is most members leave after the contest is over. Long term it is very hard to make a forum remain active and it ussually involves a certain amount of luck.

The best way to get people to come to your forum is by advertising, spreading the word over MSN/RL and (this is a new concept but it gets HEAPS of referrals) Youtube Video linking.

Advertising and contests are the best way to promote the forum because in this way more and more members are attracted towards the forum for reference

I would have to say contests.

Also offering people money to sign up and post.

Offering some kind of incentive for people to sign up and use the forum.

I would also put links to it all my signatures at other forums, to get the word out that way, especially if the content between the 2 sites is related. I would also make sure to blog about it.

Use the ongoing video trend to spread word about your forum, and make it funny. People love funny videos. Find other forums relating to your subject, and participate there. Put your forum in your signature. Don't spam them just to get a link to yours though.

Use YouTube, MySpace, FaceBook, websites of the same niche, etc.
If you have a lot of friends on MySpace then go there first. It's easy and gets a response pretty quickly.

the best approach could be go the digital point way or have many contacts offering valueable exchanges of services and money with no frauds....this would be a nicer way to do it
