Google Webmaster tools are something that is provided to everyone for free. You can submit your sites to be listed in the search engines as well as well as submit sitemaps.
Google Webmaster Central is the link if anyone doesnt know about it.

I've signed up for that and used the sitemap. Not much a different. Offers nothing I can't do myself.
