I have seen on some sites that they have a Google search bar that has "enhanced by google" on it instead of the classic Google search bar.
How do they do that?

Google just launched a new service for website owners where they can pick and choose which sites can be included in the searches. I think this may be what you are seeing. I just joined this past week, and I am LOVING it. You get your own google search engine, that pays adsense, your own engine URL, a custom search box and you choose which sites are displayed in searches. It's a wonderful new addition.
