I have a friend who do not live in the US but have his website hosted in the US.Does he have to submit the tax application form to Google for signing for adsense?

Basically if you do not live in the US you do not have to pay tax there.Therefore you need not submit the tax application form.
However you do have to pay tax in your home country.
