check your content. Its either having poor adwords or you dont update your content regularly.

Your content must be really really bad, I suggest you either buy some good content or make your own.

All the time. That could mean that you get a lot of visitors and they only stay for a short while and leave without doing anything. Also could mean your ads aren't blended too well.

This is not my personal view, though people say if the contents of your site is poor you will get more clicks, I have tried this and I got the CTR of > 5% with no extra effort. Keep in mind if you got so many ads on your site you are not going to get the perfect results.
