I have heard that Google does a discrimination on the revenue generated on the clicks done by IP address of a specific country. They pay more on ads visited by a developed country like USA, UK or Canada than from China or Russia. is there any substance in it for truth?

Yes thats true but it is not done by Adsense, it is done by the advertisers to geet better ROI. There is no fraud in it, just a practice by advertisers to be safe and get maximum return.

What they normally do by means of a tracking system such as Google Analytics is to trace which visitor segment leads to sales and thereby calculating the ROI per market segment.

It is surely true my friend. But this is not decided by Google. Actually its the advertisers who decide what payment should be offered on a per click and country basis. Most of the advertisers prefer highly converting traffic from US/UK and Canada, and therefore offer higher bids for those.
