Hmm you seem to have gotten this wrong.
Google actually voluntarily refrained from charging its advertisers for these fraudulent clicks.
They could still have collected the $1bn if they really wanted to.

Yes google has gr8 system for fighting fraud clicks but can anyone tell me when google cancel publisher amount do they distribute publishers account money to advertisers back .

this is the biggest thinking question i have in my mind from last few month and i think i have to come up with this online because everyday more than 1000 accounts get banned and where all those $ goes from banned accounts .
