The only fraud that I have seen with adwords is accounts that are already activated with money in them, then other people use the accounts. Google has caught on to this though.

I'm not sure I understand.. People have coupons which gives them money for free in there adwords accounts when they sign up... That is not fraud...

Google does have userIds and passwords to protect those accounts from unwarranted access.

It's not really a fraud if the user gives them permission. People sell their accounts all the time.
