In many countries like India and Pakistan there is no such penalty for such frauds. the policing often has too many loopholes.

In third world countries there is no rule for cyber crimes thats why people are involved a lot in such activities. In US and other developed countries, I am sure the punishment is hard and could result in prison or fine or both.
