Default Fraud Promotion

There are many sites on internet which offers private registrations to people who want to promote their website on social networking sites (For example: Digg.com)

Digg doesn't allow paid diggs or digg exchanges but there are forums/clubs doing it. They are pain for honest people posting their articles. How can we report them.
