I'm not a lawyer, but I don't think that falls under fraud, maybe theft, breach of contract (but only if you actually HAD a contract) or copyright infringement?

If the idea was important to you and you think it could make money then it might be worth seeing a solicitor. There probably isn't anything you can do though, as you'd have to prove it was your idea he stole.

If you had a verbal agreement then you can't take any action against him because you don't have any proof. But, if you have some kind of written and signed agreement then you can take action against him for fraud.

You can really examine that it is a fraud or not ... I think everything is fair in love and business.

No, its not fraud. Unless you had an oral or written agreement, or he stole your idea, then its not fraud. It seems to me like this was more of a discussion that an agreement to work with you.
