Default "30% of sites store plain text passwords"

According to this article, RockYou Hacker - 30% of Sites Store Plain Text Passwords - NYTimes.com, 30% of sites store plain text passwords. This makes them very vulnerable. After reading this, do you think there should be more regulation, which requires companies to encrypt data? Do you think companies should be held responsible for "putting people at risk?"
