But sometimes it is possible for the frauders to come again if they are on dynamically assigned IP addresses. Is there any way to prevent that menace too?

If you are forum owner, you can ban IPs and if you are member at a forum, you can ask a mod to verify if he was previously banned member or not.

I have heard of a technique of using proxies to replicate usernames and such. So be careful if you own a forum.

Only staff can see IP addresses and they are not allowed to give this information to anyone.

they can also use proxies to hide their real IP, but you can also keep banning them, someday you will get some kind of good "proxy blocking list"
