I basically bought and paid for a site and then the guy emails me and says...I don't code just design. I have a coder but it is three times the money. he was in slovkia. Waste of time and my money.

You bought a site, not an employee, right? You're not in the wrong, but you aren't in the right either.

i paid for a site from a firm in slovakia. they said it was just for the design. no coding. AFTER i paid.

Didn't you ask them prior to paying what exactly was included in the sale. Maybe I'm just a pessimist but anymore I don't buy anything online unless I get in writing everything that is included. I hate to say it but you just may have to chalk it up to lesson learned.
