ebay does not allow this kind of second bidding process. Also the process of taking part in auction in ebay is quite secured.

I think Second placer rule is a good idea as using a back up player would be good!!!

You mean they retracted their bid? There's nothing wrong with that. Just don't close your thread till the deal is done. Don't assume a bid is set in stone.
