I wish the feedback fields were longer, would make noting these problems a lot easier. I know someone who won an item earlier this year, paid for it quickly, and did not receive it for around a month from when they should have.
The seller had wonderful feedback, kept in contact with the buyer, and the excuse (a foreign mail system) was plausible - yet the date stamped on the item's envelope was later than it was supposed to be.
In situations like that, it's hard to tell. If it had gone on much longer, I would have asked for a chargeback.
