If you feel that another eBay member has defrauded you, please use this Online Fraud Complaint Reporting Form to report the alleged fraudulent.
Then this is the way to go ............

Just use Paypal, and do a chargeback on the credit card you used if the item doesn't arrive as stated. Don't put it in Ebay's hands, as they have awful customer support and only care if it is a serial scammer that has hit large numbers of people.

Sometimes filing a chargeback cant work.Especially when you buy virtual goods like hosting or domain.

I agree, ebay don't care about the small guy. In fact I'm tempted to call them scammers themselves.

For instance, have you ever had an auction where the buyer doesn't pay, changes their mind, gets banned or whatever and have then tried to reclaim the selling and listing fees as per ebay's guidelines?

Well if you ever do then good luck cos they don't like refunding them.. ever.

Chargeback also does not work in case that guy has already transferred the money into some other account or would have withdrawn it.
