Well, I feel sorry for you. Did paypal explain why you only got so little money back and did the seller have a good eBay rating?
That's the thing I always look for when bidding online - good ratings. It lowers the chance of being scammed.
100% positive feedback.
The person only had five bucks in their PP account so that's all I could get back.
It's extremely important and I wouldn't have done business with this person if they didn't have 100% positive feedback.
what did the item description say? if it says just phone without anything then you didnt get spammed, it happens, happened to me once, bid on a guitar without an amp a while ago -- i contacted the seller to cancel my bid, luckily he was nice and did so, because i bid $100+

What did the seller say in defence of himself?
Did you give the person a negative feedback?
Even if the person were to have 100% feedback beforehand, he/she may have gotten the feedbacks through buying stuff instead of selling. This is something I would usually take note of as well.

If the auction was for a phone only, then you didn't read the ad well. There are some that sell what looks like playstations, laptops etc. but the ad is clear that all you are buying is a link to where you can buy these things wholesale. It's legal, eBay does nothing about it.....it's up to the buyers to read the description thoroughly.
If the auction stated that a charger was included as well, then I am so sorry that you got ripped. Maybe you can have a bit of satisfaction knowing that the seller probably got his PayPal account suspended.
I read the ad perfectly. It was for the entire package.
