I also want to know the minimum amount which the account needs to reach to get the cash out. I also want to know if Indians can get the cheque from it, since i don`t have card verified, and can i cash the cheque directly, if not then which bank provides best service in India.

It would really depend on which one you are considering? Have you tried any of the established services online such as paypal?

Well im not sure i fully understand this post and what you are really asking us. For paypal if you have a bank card added to it there is a $1 cash out amount but that is only because if you add anymore less then it is useless because there 50 cent fee. Paypal only uses credit cards and bank accounts for there money processing..

If my post does not help you then please clear up the post so i can better assist you

Paypal requires a bank account I believe. What you need to do is already have a bank account, get the routing number from that bank and your account number, and add it to your paypal. Then they will have you confirm it by making 2 small deposits, you have to say what those 2 deposits are. Then you will be able to withdraw and deposit money each way any time, although I think there is a withdraw limit.
