Unhappy I win PP claim, but the seller's account has NO MONEY. What can I do?

I recently filed a INR claim to a seller in which the item worths over $1000. Today PP sends a letter to me and it stated that "We have concluded our investigation into your case and have decided in your favor.
We were able to recover $14.35 USD and this amount has been credited to you. Please allow five business days for this adjustment to be posted.
If you are due any additional funds, we will make our best effort to recover the balance from the seller.
If the seller's account has insufficient funds to complete the refund owed to you, please be assured that we will take appropriate action against the
seller's account, which may include limitation of the seller's account privileges.

I do believe the seller would not refund the payment to me.
The worst is buyer protection policy can't apply in this case because the email address that I sent the payment isn't the same as associated with the listing. (The seller said it's better for me to transfer the payment to his business account.So he refunded the payment to me first and he advised me to transfer the payment to his business account).
The seller's feedback is over 200+ and he is a Ebay member since 2000
What can I do now?
The only method that I can use now is file a chargeback through CC company. As I use Debit card as the method of payment, does it possible? How long must I wait for the dispute? Is it possible to return the payment back to me?

You can't really do anything. That's happened to me before.
Their account got locked and PP gave me all that was in it but it was short by a few bucks and that was it.

You can always call the police for scamming you of a significant amount of cash. But usually they always get away.

Explore the possibility of filing a legal case against the seller. Paypal has the basic information about the seller and that should be your take off point. It may entail some cost but you have the aces under your sleeves.

ah, that is terrible. why don't you give paypal five days to see what they can do. If not, then file a chargeback. This is because, with every chargeback, Paypal loses some reputation with the credit card companies, and they will penalize you for filing too many chargebacks.

Its very sad to hear about your transaction.
You really cannot charge back with a debit card, its only possible with a credit card.

you will never get back those $1000 as this the point were paypal gets helpless, they will just eep the user account limited and wait untill he upload funds into it but since he will not uplodad funds you will get nothing

feeling sorry for you as $1000 is a huge amount
