Amex, or American Express, is the worst in my opinion. They will give their customers a chargeback for anything, even if the wind blows. With their power and lawyers they are impossible to fight.
I think it is PayPal, although I have also had an experience with Amex. It is just too easy with PayPal - anybody can get a PayPal account.
I am with Blitz. I do not know if it is just me, but it seems like Paypal is rather quick to side with the customer as well. I have had a lot of problems with that recently.
I always thought , that that is Paypal. But i found out, that Google checkout has terrible service as well. When you have strong proof with Paypal such a signature and delivery confirmation with status delivered you will win chargeback or will be protected under seller's protevtion. But with Google Checkout it is different story. One customer filled out chargeback and i provided with all documentation, that item delivered and i won the case. After few days i received another email from Google, stationg, that customer redisputed???? transaction and that time money were taken from my account to the customer's favor. It was horrible experience and i closed Google Checkout.
I am not very familiar with Google checkout. I realize that Paypal quickly sides with the customer, but they are at least willing to work with you.
You may win the dispute the customer files with PayPal, but if they actually initiate a chargeback with their credit card issuing bank, you will not win no matter what proof of delivery you have.
Visa and MasterCard allow the consumer to push for binding arbitration and in arbitration if the consumer claims the item was not received, then all things being equal they will win -- regardless of what FedEx or the USPS says.
