If my cilent have many chargeback, and not providing chargeback document, beside the chargeback handling fee , is there any penalty to push the cilent to provide the chargeback document ?

I would like to help you but I am not sure I understand your question. Are you asking if a client has many charge backs but doesn't provide proof, can you penalize them?

If you are not talking about doing things with the charge back process itself, if you lost the chargebacks and are out of appeals, then the only real penalty you can put on a customer is to refuse to sell to them again.

If you can prove they defrauded you (strong proof) you might be able to pursue it in civil court, but I'm not a lawyer so I'm not sure how to go about that or if it is possible.
