I have an account with moneybookers however not able to understand the chargeback process at moneybookers as I am not able to view the details other than email address and payment of the client.

Generally, Moneybooker considers all processed transactions non-reversible. For this reason many merchants prefer moneybookers. However, there are exceptions. If you do receive a chargeback, you will need to give evidence that the goods or services were delivered. This can be difficult at times, especially if dealing with digital goods. Thank you ....however we provide virtual hosting services to the client in that case which details I have to provide to moneybookers.

So far I know moneybooker chargeback is not easy like PayPal. However, if you don't receive product or service you can apply for chargeback.
