You do not pay income tax in those countries, but legally, you need to have everything set up
correctly to "avoid" paying income tax, or to pay less income tax, in your home country.
If you didn't have everything set up
correctly, and didn't pay the legal taxes in your home country, it would then be tax evasion.
It's not as simple as just setting up an offshore company and bank account
