I feel like the guy knew he could do this with paypal and would have bid that pinball machine to $20,000 if that's what it took, knowing he could deal later on it thru paypal. He also threw his weight around by telling me he was a NYPD officer and he knew people. I still have his emails. I dunno why I keep them it has been over 2 years ago now.

I think you should write an email to PayPal people as they mention that they give even shipment tracking services to members and all that...YOu cant waste so much of money just like that man!!!
