I wouldn't go so far as to call any service a scam unless you can provide at least details related about that scam. Certainly this is a free open exchange but again we don't want to be considered talking badly about any service on the net.

This would caution people to two factors:

#1 - Doing business outside the United States can be risky business as there are few laws to protect people on the consumer side when it comes to fraud outside the United States. That doesn't mean those laws are not there but for the life of me, I don't know what the laws around credit card fraud are in Israel where this company appears to be located.

#2 - If you are going to deal with ANYONE who claims to be in the credit card industry, make sure they are on the approved Visa CISP list of providers located here http://usa.visa.com/download/merchants/cisp_list_of_cisp_compliant_service_providers.pdf
