Both adwords and adsense belong to google but to open an account with adwords is quite easy but I face difficulty in opening the same with adsense

With AdSense, your site needs to be reviewed. Google won't allow their ads to be shown on garbage sites.

Your query should with the google forum, not at bidvertiser, anyway, answering query is that. In adwords you will have to pay the money to google whereas in adsense google will pay you and hence this restriction in getting approved!
