Yes, if you actually reach their payout limit, $10, they will ban you for any suspicious activity. And its hard to reach the limit. They count one out of ten clicks.

I've never heard of them refusing to pay. They've always been good about that.
Of course they're not going to pay if the clicks were obtained fraudulently. They're more easygoing than AdSense though.
